The rector calls elections for the post of rector of the UPC

On Tuesday 26 September, the rector of the UPC, Enric Fossas, who has held the post since December 2013, called the elections for rector of the University, which will be held on 15 November, from 10 a.m. to 6 p.m. The votes will be cast in traditional ballot boxes.

The electoral register, the list of candidates, the announcement of results and any other information related to this electoral process can be found at the Electronic Election Office (in Catalan).

The ordinary procedure for electing the rector of the Universitat Politècnica de Catalunya (UPC) is regulated by Article 69 of the UPC Statutes and by all other applicable regulations. Candidates for the post must be acting full university professors providing services to the UPC. The rector is elected directly by the university community through free and secret universal suffrage and is appointed by the Government of the Generalitat of Catalonia.

The vote for the election of rector is weighted by sectors of the university community. The weighting coefficients regulated in Article 69.4 of the UPC Statutes are the following:

  1. Teaching staff with a doctorate and permanent ties to the University: 0.51
  2. Teaching and research staff, excluding those belonging to group a): 0.14
  3. Bachelor's and master's degree students: 0.24 
  4. Administrative and service staff: 0.11
A candidate who receives the support of more than half of the validly issued weighted votes is proclaimed rector in the first round. If no candidate obtains more than half the votes, a second round is held between the two people who received most votes in the first round. In the second round, the candidate who obtains a simple majority of the validly issued weighted votes is proclaimed rector.

In the case of a tie in the first round, if it is not possible to select one of the two candidates for the second round, Article 51.2.a of the Electoral Regulations of the UPC is applied. In the case of a tie in the second round, a new vote must be scheduled.

Important dates of the election calendar:

  • Closure of the electoral register: 29 September.
  • Publication of the provisional electoral register and start of the period for requesting changes: 6 October.
  • End of the period for requesting changes to the provisional electoral register: 13 October.
  • Publication of the final electoral register: 17 October.
  • Draw to appoint members of the electoral tables: 16 October.
  • Period for presenting candidatures: from 18 October (10 a.m.) to 23 October (09.59 a.m.).
  • Provisional announcement of candidates: 23 October.
  • Requests for changes to provisional candidatures: from 24 to 26 October.
  • Final announcement of candidates: 27 October.
  • Election campaign: from 31 October to 13 November.
  • Advance vote: from 2 to 14 November.
  • Day of reflection: 14 November.
  • Voting day: 15 November, from 10 a.m. to 6 p.m.
  • Provisional proclamation of the rector and commencement of the appeal period: 16 November.
  • Definitive proclamation of the rector: 21 November
