Registration of a Citizen of the European Union

Instructions about how to obtain the Register Certificate as European Union citizen resident now in Spain.

The Certificate of Registration of a Citizen of the European Union is used to prove the legal residence in Spain of citizens of a Member State of the European Union, of another State party to the EEA or from Switzerland, provided that their stay in Spain is to exceed three months.

This certificate is essential to:

  • Regularize your status in Spain and have the right to reside legally.
  • Access public services under the same conditions as Spanish citizens.
  • Carry out administrative procedures.
  • Facilitate family reunification if necessary.

Steps for processing

Complete the application for registration in the Central Register of Foreign Nationals “EX-18”.

Complete the fee form “Model 790, code 012” and then make the payment at any banking institution. Make sure the proof of payment is stamped.

  • Model 790, code 012: Official form for paying and registering the fee. Select “Certificate of registration of an EU resident or Residence card of a family member of a citizen of the Union”.

Request an appointment in advance at the relevant Police Station and arrive at the appointment on time.

Make sure to bring:

  • Passport or Valid and current national identity document from your country
  • Application for registration in the Central Register of Foreign Nationals: EX-18 form
  • European Health Insurance Card or private health insurance policy: If picked the Health Insurance option: The insurance must be with full coverage for the entirety of your stay, without co-payments. Additionally, if issued in your country of origin, the document must be translated by a sworn translator.
  • Proof of sufficient financial means: Certificates or other supporting documentation (bank statements, scholarships, etc.)
  • Document justifying the reason for your stay: Certificate of enrollment and proof of payment; if these are not available, a copy of the degree certificate or the admission agreement

If everything is correct, they will process your application and provide you with a document containing your Foreigner Identification Number (NIE) at that precise moment.
