The UPC under the Transparency Test

After the 2018 methodological review, the indicators are assessed as “fully complies” (2 points), “partly complies” (1 point) or “does not comply” (0 points). The system had so far been dual, considering that universities could only be “transparent” or “non-transparent”.

Based on this new assessment and the final score, the universities are now classed in one of three categories: transparent, translucent or opaque. For public universities:    

  • Transparent: institutions that have been given 40 points or more and have also been recognised as fully complying in the financial status and audit report indicators.
  • Translucent: universities that have achieved 30 points or more.
  • Opaque: institutions that have scored less than 30 points. 

As of 2022, based on the new model, the Fundación still publishes the transparency report with mostly aggregated data, but it no longer publishes the corresponding transparency ranking on its website—the last edition corresponds to 2019 and was published in November 2020.

However, the new external verification service allows universities to obtain a web transparency seal that is valid for one year. The "t for transparent" seal comprises three categories: 

  • t*** is the highest category and acknowledges more than 90% compliance with the indicators.
  • t** acknowledges 80% to 90% compliance.
  • t* acknowledges 70% to 80% compliance. 
  • No seals are awarded below 70% compliance.
